Inquiry into Waikato District Health Board’s procurement of services from HealthTap

At the conclusion of the New Zealand Auditor General’s Office’s 2016/17 annual audit of the Waikato District Health Board’s procurement processes, a decision was made to investigate further into the procurement of the HealthTap platform. Concerns included the lack of an open market procurement process, compliance with the Government Procurement Rules, and Waikato DHB’s inability to demonstrate value for money. In reading this report, there are important lessons about what a good procurement process is – in particular, when seeking to be innovative.
